Codes 1600-1603 are speed alarms, not a single-part diagnosis.
The generator controller detected engine RPM below its expected operating range. That can happen because the generator is being asked for too much power, because the engine is not receiving the right fuel/air supply, because maintenance is overdue, or because cold-weather conditions are interfering with operation.

Fuel availability and delivery
Verify the fuel shutoff is open and basic fuel availability is normal. LP level, natural-gas supply, pipe sizing, regulator placement and pressure can all matter, but pressure testing belongs with qualified service.

Airflow and winter conditions
Snow, vegetation, debris or a frozen air filter can restrict intake/exhaust airflow. Generac recommends keeping the area around the unit clear and checking for cold-weather airflow restrictions.

Maintenance status
A dirty air filter or overdue maintenance can contribute to unstable engine speed. Check user-serviceable maintenance items and the schedule for the exact model.
Why timing matters
When did the code happen?
Generac distinguishes between underspeed during an outage, during exercise, during installation, intermittently, and in winter conditions. A new installation can point toward fuel setup or trapped air. A generator that has run reliably for years may point more strongly toward maintenance, fuel-system changes or seasonal conditions.
When to stop
If underspeed comes back, preserve the code and call for diagnosis.
Generac recommends dealer diagnosis when the alarm persists after the basic checks and restart attempt. Fuel-pressure testing, regulator diagnosis, internal engine work and recurring intermittent faults are not homeowner troubleshooting tasks.
